Located at the confluence of three rivers – the Mississippi, Black and La Crosse – the Excel Energy French Island incinerator sparked local health and safety concerns about its impact on local air quality. Toxic emissions from the plant included high levels of mercury and dioxins.
Guy Wolf was one of the local residents who alerted Midwest Environmental Advocates and asked for help. MEA worked with the U.S. Environmental Protection Agency to reclassify the incinerator as a large facility and implement higher accountability standards.
